In September 2008, Bruce Horowitz returned to his own practice ESH Consult in Alexandria, VA, and leads its efforts as Principal, Rail Transport Economics. With 34 years of passenger rail and urban transportation economics experience, he most recently led the mid-Atlantic Rail Transit Practice of TranSystems as Sr. Transit Project Director.
Mr. Horowitz has performed transportation economic analysis for a wide variety of organizations and founded the ESH Consult practice in 2005. Previously, he spent 18 years at Amtrak concentrating on route planning and financial analyses.
He has served multiple terms as Chair of TRB’s Commuter Rail and Intercity Rail Committees, is a TRB Lifetime Emeritus Member and Coordinator of APTA’s Rail Shared Use Task Force. He is a Phi Bet Kappa graduate of University of California at Berkeley and studied electrical engineering at MIT.
